תפקיד העמותות למען הזקן הוא להוות אמצעי לוקאלי לאיפיון, פיתוח ומימוש שירותים המיועדים לאוכלוסיית הזקנים במקום בו היא פועלת. העמותות הינן כלי מרכזי אשר בעזרתו יוזמת אשל (האגודה לתכנון ולפיתוח שירותים למען הזקן) שירותים לוקאליים לקשיש. בהרבה יישובים העמותה הינה כלי מרכזי באספקת השירותים השונים לקשישים ביישוב בו היא פועלת. ישנן למעלנ מ-100 עמותות מקומיות למען הזקן אשר מופעלות בצורה וולונטרית בעיקר על ידי הקשישים עצמם באותו היישוב. שירותים שעמותות אלו מפעילות הינם: דיור מוגן, מרכזי יום, טיפולים בבית ועוד.
